Draft Decision-Making Framework

The results of the 2006 Benin meeting were used to create a draft Decision-Making Framework ( Read in English [PDF 59 KB]  |  French [PDF 66 KB]  |  Portuguese [PDF 24 KB] ) that describes the data and processes required to enable countries to make an informed decision regarding the place of a future malaria vaccine in their national health systems. The information is organized in categories that correspond to those in the World Health Organization (WHO)'s Vaccine Introduction Guidelines (PDF 796 KB).

Between July and December of 2006, the PATH Malaria Vaccine Initiative (MVI) and WHO collaborated with the Ministries of Health of six sub–Saharan African countries—Gabon, Ghana, Kenya, Mali, Mozambique, and Tanzania—to implement a series of two-day country consultations. At each meeting, key stakeholders from ministries of health, policy, and planning, leaders from WHO and the United Nations Children's Fund (UNICEF), malaria scientists, donors, and experts from nongovernmental organizations evaluated the draft framework and adapted it to fit their respective country's specific needs. Each Decision-Making Framework Country Meeting, guided by the Steering Committee, followed a similar agenda ( Read a sample agenda in English [PDF 83 KB]  |  French [PDF 14 KB] ) to ensure consistency across the six consultations.

The results of the six country consultations were synthesized to create a draft Regional Decision-Making Framework ( Read in English [PDF 61 KB]  |  French [PDF 28 KB]  |  Portuguese [PDF 28 KB] ), which could be applied to any malaria vaccine and could be used by any malaria-endemic country in the African region.


Subregional Consultations and Results

WHO, the Roll Back Malaria Partnership (RBM), and PATH MVI presented the draft standardized framework for review and validation at three subregional meetings in Central Africa, East and Southern Africa, and West Africa.

By applying the framework, national decision-makers should be able to gather the data to determine, within one to three years of licensure, the appropriate role for a malaria vaccine in their country. These decision paths might include one or more of the following activities:

  • Introduction of the vaccine
  • A demonstration project within the country
  • Collection of more data before deciding to use a vaccine
  • The decision not to introduce the vaccine
