Implementation Strategy
Now that a Regional Decision-Making Framework (DMF) for all of Africa has been created, the next steps for its stakeholders include making use of the DMF in each country as a guide to necessary data and processes.
To implement the DMF, immunization programs and malaria control programs in local countries will need to collaborate with each other. These national immunization and malaria control programs are advised to establish a Technical Working Group (TWG) for DMF implementation, which will supervise data-gathering and make the required data available to decision-makers. The immunization and malaria control programs are also advised to develop a joint plan regarding the DMF, lay out roles and responsibilities for each organization, and provide for ongoing information-sharing and involvement with vaccine researchers and experts.
DMF implementation is also expected to require the creation or updating of a comprehensive multiyear immunization plan (CMYP) for each country. Implementation is expected to involve the establishment of a local ethical or regulatory body to oversee policy-making, and the establishment or involvement of demographic and health surveillance systems. Funding from donors and partners will need to be secured, and immunization programs will need to be monitored and supervised.
Overall, implementation of the DMF for a malaria vaccine should begin at least five years before the vaccine is expected to become available. Suggested next steps are described in the "Strategy Paper for Implementing the Malaria Vaccine Decision-Making Framework."
