About the Decision-Making Framework

Will Africa Be Ready?

Dr. Pascoal Mocumbi, the former Prime Minister of Mozambique, argued in April 2008 for the essential importance of swift decision-making regarding an upcoming vaccine. He noted that Mozambique and other African countries have traditionally experienced frustrating delays in dealing with any new medical intervention, due to slow decision-making regarding how to appropriately use the medicine within each specific country. The potentially imminent arrival of a vaccine, he announced, poses a challenge to Africa to take the initiative and prepare now to avoid deadly delays.

The Malaria Vaccine Decision-Making Framework (DMF) is a strategic planning tool to help decision-makers weigh multiple considerations and fill information gaps while planning for future malaria vaccines. The framework aims to facilitate more effective cooperation between governments and partners at national, regional, and global levels, so that a decision can be made on a malaria vaccine within one to three years of licensure.
